The Communauté Urbaine of Vasto, (consortium obligatory, meaning that purpose) was established since 1986, receives funding from the ordinary funds of the state (non-refundable) of 23 £ billion to build a landfill.
The initial project was aimed
the implementation of an integrated plant for the treatment of municipal solid waste and will include the construction of an incinerator (or termovalizzatore) that is a plant that uses waste as fuel, with aims to produce energy and eliminate the heat produced by combustion.
The plant was intended to meet the needs of the district disposal of Vasto and was built in the territory of Cupello.
Consortium comprises the following municipalities of Vasto and San Salvo, Casalbordino, Scerni, Pollutri, Villalfonsina, Monteodorisio Cupello and then joined the two mountain communities of Vasto.
The plant was built with a storage tank waste (opened 1997) in a volume capacity of approximately 300,000 cubic meters.
Because each landfill is designed to accommodate a given volume of waste, has a limited life and its opening can not be continued indefinitely (this pool is closed today because of the exhaustion of the capacity of the plant).
During the construction works of the landfill, the Abruzzo Region introduced a law that was to ban construction of incinerators across the region, so it was necessary to make a variation to the original project, and was made a composting plant.

During the filling of the storage tank, and in anticipation of its closing, because of the exhaustion of capacity, was built a new storage tank. The works were completed in 2007 with a capacity of 180,000 cubic meters.
But since 2007 the Consortium is unable to open it, because it can not obtain the authorization by the AIA in sanatoria (IPPC), a measure of regional expertise.
This authorization has not been able to get it even when the region is that the Province of Chieti were administered by the Centre Left, which Authorization is of considerable importance as a result of the closure of the landfill, the Civeta is forced to take the garbage, (the undifferentiated) Cerratina plant in Lancaster (The privately owned facility).

The situation, however, would require a real awareness of the political responsibility of the PD that has effectively managed the consortium in a bankruptcy and patronage.
The real serious political act to be performed at this stage, it is clear the Board, as an expression of one political party, and the appointment of a Commissioner who is the guarantee for all municipalities participating in the Consortium.
The task of the Commissioner should be limited to the following tasks:
1 - Trying to change the Authorization AIA to be able to treat 60,000 tonnes of MSW, yield potential is essential to maintain the current level of employment and avoid layoffs, fully respecting the calling of the composting plant, tending to the production of quality compost.
This solution is certainly feasible, because an opening in this direction came directly from the Regional Manager for the Environment, Gerardini Franco, during the summit on the waste, which took place in the classroom City Council Capello, who has also attended the Ass. 2 - Trying to force the will of Cerratina to make an exchange volumes.
