Che anche la nostra Provincia non eccelle per buone prassi e politiche a favore degli animali. Che nel corso degli ultimi anni i diversi Governi si sono impegnati con la promulgazione di varie leggi per la salvaguardia dei diritti degli animali. Che queste norme sono sempre più stringenti perché nei paesi civili è impensabile continuare ad avere morti sulle strade a causa degli abbandoni estivi o peggio a causa di randagi che possono divenire pericolosi.
